Two Programmes for One Project

Dear All,

While running through my planningplanet account, i came across on discussion session on "Shall One Project have Two Programmes?"
In the same regard, I want to share my views with you..............

I have worked in India and currently working in Dubai (UAE).
At both bissiness environments Main Contractors use 2 Construction Programmes/Schedules, but the LOGIC REMAINS SAME.
Thus, Contractor shall have 2 Programmes/Schedule and not Plans/Logics for the same Project.

Why "TWO"
1ST PROGRAMME shall be reflecting Contractual Finish Date set BY THE CLIENT & Logic acceptable to THE ENGINEER/THE PROJECT MANAGER/THE CONSULTANT, satsfying all the Intermediate Contractual Milestones. This Programme shall be able to generate a Resourse Profile/Schedule acceptable to both; The Contractor and The Consultant.
Every activity shall have LOGICAL Successor & Predecessor, All the Lags shall have logical explaination,
If Design-Built, the Programme shall have interlinked EPC activity sets.
And a lot more...............
These requirements will arouse on Customised Basis, depending upon your The Consultant.
This will be a CLAUSE 14 (Most commonly called) or Baseline Programme Or Master Contract Programme.

2nd PROGRAMME RETAINS logic of Baseline Programme, but it would be Most Optimistic Programme with OPTIMISTIC TIME CYCLES calculated depending on PROJECT ENVIRONMENT (Resources available)
Popularlly this programme is called as TARGET PROGRAMME.
This shall be acceptable to THE EXECUTION team. Your Procurement Team & Design Team shall be comfortable with this proposal.
Commonly this programme shall be 15% TO 20% shorter version of Contract Programme (Logic Remaining Same)


Consultants / Clients will be well aware of this 2nd programme too, as The Contractor will PUSH his works to achieve BEST he CAN.
But, Conteractually 2nd programme wont be an obligation for The Contractor.

Internal Works/Project Monitoring shal not be WRT early start & late start of Contract Programme (that shall be for client submission) BUT it shall be WRT EARLY STARTS of THE CONTRACT PROGRAMME & THE TARGET PROGRAMME.

Any revision/variation/deletion/modification/accellation shall be entered in both programmes in the SIMMILAR WAY.

In short, Difference between The Target Programme & The Contract Programme shows the MARGINE CONTRACTOR TARGETS / THE CUSHION HE HAS.

Hello

IMHO it is better to have a single programme only but it should be based on real logic and incorporating the contractual duties as well. Two programmes means double tracking thus less productive, time costly, and more prone to errors and overlooking of details.
