Post FEL/FEED cost %

Hi,

I Have been in project management field for more than 10 years now and one questions always bothers me is the Front End loading costs for large greenfield project say $250millions and upwards.

Historically I have worked on the basis of around 1-1.5 % on FEL1 process
around 4% on FEL 2 process and 7-10% of the estimated cost of entire project.


would like to know your thoughts

Fel/feed

Assuming that Engineering should be only about 15% of TIC, and FEED (Basic Design) should only be about 1/3 of that (or 5% of TIC), I think your breakdown is a bit high. Your ratios seem about right - 5%, 25%, 70% for FEL 1,2,3 respectively. Actually, the 1/3 seems too much. I hope a real estimator would step in here.
