Communication

I have a problem with a experienced project manager running a project with lots of stakeholders that have no project experience.

The PM is sticking to the prince 2 methodology and only communicating on a need to know basis. Where as stakeholders especially those on the project board are complaining they are not been told enough.

I've been brought into manage the change the project will bring, my role is to keep all the stakeholders happy and informed.

Any ideas how I might bridge the gap of expectation concerning communication between the two parties?
