Sensu,

I would not distuingish by project file size, I would do it by "Do you have to use the Project Server or not"? If I can stay with the standalone application, I would just stay with it regardless of size. (My last file was about 30MB and worked fine as a standalone schedule).

If I was forced to use Project Server, I would stay under 5000 lines.

If you need something more simpler and much more cheaper that MS Project you can try RationalPlan

It will definitely work for you.

Due to readability you should use sub-plans for more than 2000 lines!

e.g. sub-plan for every phase or for single team.

With those sub-plan you will improve readability and "work-ability" on the plans.
