Default question about WBS levels?

I am working on building my work breakdown structure.

If I have a generic component of (Test) at level 4 would another component called (Test) at level 4 be okay? Is there any reason why I shouldn't do this?
This may be a poor example but is just to illustrate.

For instance:

Upgrade VB Apps
Upgrade App A
Test (at level 4)
Upgrade App B
Upgrade Main App
Test (at level 3)
