management who believe the frequency (ie weekly) and number of reports produced equates to the project being properly managed

Are you suggesting that management requested reports merely to support the paper industry?

When it comes to working with a consortium project, I'd say you get the BLAME while they get the FAME.....

Most Irritating thing in any project would be,
Your project mangement thinking that PLANNERS ARE THE OVERHEADS MEANT FOR CONTRACTUAL CLAUSE SATISFACTION (Primavera Reports).

Luckily in my current project i am not facing that irritation

i also feel that planners are not meant for full time purpose. They can work on site and spend 1 or 2 hrs per day to finish planning job while the project is in progress.

But in the preconstruction stage when the master schedule is to be prepared planner has to concentrate full time.

Otherwise problems of planners become "UNAVOIDABLE OVERHEADS DUE TO CONTRACT CLAUSE"
