Integrating test and defect management with Infrastructure projects

Hi PMs,

Can you experts suggest? For few of the IT infrastructure related projects like upgrade of OS, hardware, applications (product based) etc., PMO suggests integrating test and defect management in all the projects (including infrastructure related projects). What is the industry's best practice?
