Question Does Methodology override subject knowledge

"With the increasing use of methodologies e.g. Prince2 there seems to be less attention paid by project managers to the subject matter of the project; and a tendency to assume that anything can be managed.

How important is it that the PM understands the details of the things actually being delivered ?"

IMO, that depends upon the degree to which he trusts his staff (both in terms of competence and veracity).
