Creating a efficiency report

Hello everyone.
I am working on a major project and I am trying to create a efficiency report.

What are the main things that you would suggest me to place in this report.
The main information that we are looking for is wheather we should be doing this work in house or sub the project out to someone.

Very vague, but if you can figure out the estimated time to complete the job spread over the number of employees * hourly rate for in-house vs. out-sourced, it should give you a ballpark. Labor is often the most expensive cost in any project, but don’t forget to factor in time to learn new systems, software and add in a few hours for unforeseen problems and errors.
