Default "Contingency Scheduling"

Hello. Can anyone expand on their experience/ knowledge in creating schedules in emergency projects? In such a project, contractors (IDIQ or not) begin to mobilize and begin before or during a contract is signed or before NTP and these projects very rarely have useful CPM schdules since the project becomes so dynamic. Managing such projects almost turns into a complex risk assesment drill.


Historically, contractors claims against the government (or vice versa) in such contingency environments have been at high risk. Well conceived schdules created can certainly help lower the risk to a certain degree. I am interested in hearing other's expereince with such projects.
