Lightbulb Resource Allocation in shared model

Hi

I am working on building a shared service model for a customer care center. Need some help finding solution to manage incremental resource requirements.

For example: I have a total for 50 FTE’s utilized in supporting clients, I have another 10 FTE worth effort available (Available pool) to support future clients.

When a new customer is added, who need 1 FTE Or 5 FTE’s etc. What % of this 1 FTE can be allocated from the available pool ?

I want to keep the available pool at 20 % which will allow me to grow and manage the shared service

Any suggestions will help
