I found a site with free project management templates designed for IT / software development projects.

The project management templates are divided into project life-cycle phases: Initiation, Planning, Execution, & Close-Out

Within each project life-cycle phase is a description of the phase, a list of tasks typically performed, and the standard deliverables for the project life-cycle phase.

The template author is available for consultations on using (or customizing) the templates.
